About Us
A Path to Recovery and Redemption
NETRRC offers a one-year residential recovery program for men located in Roan Mountain & women located in Johnson City, operated by Families Free—a licensed substance abuse and co-occurring treatment center jointly funded by the NETRRC Board and the Tennessee Department of Mental Health and Substance Abuse Services. This structured, court-ordered program is designed for non-violent felony offenders seeking a pathway to recovery and a new start.

Breaking the Cycle of Addiction
Are you or a loved one trapped in a cycle of addiction or struggling with destructive life patterns? NETRRC provides a holistic, comprehensive treatment program that includes:

- Substance abuse counseling
- Mental health services
- Trauma-informed care
- Family-focused services
- Life skills development and parenting education
- Primary healthcare support
- Personalized case management
Participants can attend on-site classes through the Tennessee College of Applied Technology, 12-step meetings, and church services. With each phase of the program, participants gain access to employment opportunities and work towards reintegration into society.

NETRRC proudly serves individuals from across Northeast Tennessee, encompassing Carter, Washington, Sullivan, Johnson, Unicoi, Hancock, Hamblen, Greene, and Hawkins counties. Our mission is to restore lives and families, reduce crime, and contribute to the region’s growth and development.


- Who Can Qualify
Eligibility Criteria
To qualify for participation, applicants must meet the following criteria:
- Be at least 18 years old
- Have a substance abuse problem
- Have been convicted of a non-violent felony (classified as B, C, D, or E) with a minimum sentence of two years
The following factors make an individual ineligible:
- Convictions of violent or sexual offenses
- Firearms-related offenses (unless dropped or lowered in court)

NETRRC is the result of a collaborative effort between local mayors, regional judges, community leaders, and Families Free. With support from the Tennessee Department of Mental Health and Substance Abuse Services, and opioid abatement funds, the center aims to reduce crime, restore families, and foster community and economic development in East Tennessee.
